INTERVIEW - Philippe Dulbecco * directs the University of Clermont-Ferrand-I.
LE FIGARO. - What is your assessment of the transition to autonomy?
Philippe Dulbecco. - A university is now managed as part of a business. In terms of management of establishment, it changes everything. It took modernize management procedures, human resources, financial services. We now think of as human resource managers, which was not the case before. We initiate our own development policy. Prior to January, our budget was affected mainly by the Ministry of Higher Education, since we have allocated 102 million euros our strategically. Some teams were able to receive increased funding, others have been less. We also aim to limit the overtime. When a teacher we "saves money" through its contract research or training, we reflect on revenue sharing.
How do you use your room for maneuver?
We decided to pursue a policy more financial incentive. We develop a systèmede premium for training managers and research teams because they are the ones who get their hands dirty. They are the pillars of the university. They are entitled to a bonus of € 4 500 liability. It's very little in terms of a business, but we just zero! These premiums are modulated according to the results obtained. And if training is highly rated by the assessor bodies, we will double the premium charge. We intend to identify other financial margins due to our office. We asked for the property and we get into the renovation of four arenas in downtown Clermont-Ferrand. It is a marketing approach, we think the rent.
What changed for the self image of the university?
I rake up the best for my board, like the president of the holding company Limagrain or number two Michelin because I wanted strong skills. I am proud of the impact "club" that has managed to establish in crisis by creating a foundation. We collected 3 million euros and twenty companies we support. They are interested in us, we want to work together. If you have an idea, it is finalized soon, because communication is direct. With the money, many projects will emerge. Limagrain now, we are building a center of expertise on agricultural policies. Another project, also in collaboration with pharmaceutical companies, is to fund scholarships for future doctors Sub-Saharan Africa so that they follow their specialty in France. We will also work with Sanofi on a conversion program destined for employees whose positions will be eliminated.

Professor of Economics, he chaired the University of Auvergne Clermont-Ferrand-1 since June 2007.
After Deug economics and a diploma in English language and civilization and American at the University of Nice in 1986, he spent a license and an MA in economics in 1988. The following year he obtained a postgraduate degree in economics, engineering, specialty industrial development and a DEA in economics, specializing in dynamic open economies of production. He defended his doctoral thesis of Economics on the theme of cooperation, competition and temporal coordination in 1993.
From 1994 to 1997, he is a lecturer in economics at the University of Lyon-2, and the University of Clermont-1 from 1997 to 2002. He gets an accreditation to supervise research in 2000, and its aggregation in 2002. Professor of Economics at the University of Metz from 2002, he returned to teach at the University of Auvergne in 2004. Member monitoring committee Masters 2005 to 2006, he later Scientific Advisor to the Directorate General of Higher Education (DGES) to the Ministry of National Education of Higher Education and Research from 2006 to 2007 . At the same time, he was Special Adviser to the economy, the Scientific, Technical and Educational Ministry of Research and New Technologies.
Expert from the ANR (National Agency for Research), appointed a member of the Steering Committee of the Department of Research and Innovation Competition of the OFCE (French Observatory of Economic Conditions). Permanent member of the Centre for Studies and Research on International Development (UMR CNRS and University of Auvergne) since 1998, his areas of expertise are economic analysis of institutions, the process analysis of markets, the theory firm and inter-firm cooperation and economic development and innovation.
He holds the Ph.D. Award from the University of Nice-Sophia Antipolis and thesis prize from the city of Nice in 1993.
